Abstract: China is in a serious aging stage, and the development of marketization of the pension service is still not perfect. Improving the service efficiency in pension service institutions is an essential requirement to promote the process of marketization of old-aged care service. On the one hand, there is a certain gap in the total beds in old-aged care institutions, and on the other hand, there are a large number of vacant beds in every pension service institution. It indicates the existence of structural contraction between supply and demand. It has been a key issue for the government and academia that how to effectively improve the output efficiency in pension service institutions in each province in the process of increasing input, which is of practical significance in increasing the occupancy rate of existing nursing institutions, providing better service to vulnerable old-aged groups and embodying the spirit of co-constructing and sharing. In the reference to the statistical date of pension service institutions in 31 provinces of China from 2013 to 2018, the paper makes a comprehensive assessment on the service efficiency in domestic pension institutions with a method of DEA (Date Envelopment Analysis). The research found that there was a slow improvement rate in the service efficiency in China’s pension service institutions, and the service efficiency in most provinces is low with different degrees of input redundancy and output shortage from 2013 to 2018. According to the research result, the paper puts forward the countermeasures and suggestions: perfecting the service system of China’s medical care combined with the elderly care, building a pension service system with governmental dominance and social participation, strengthening the training of specified talents and establishing information sharing system in local pension service institutions.
