No.65: A Configuration Study of Government Governance Countermeasures to Achieve High-Quality Development under the Background of Carbon Neutrality ——Taking Anhui Province as an Example

Abstract: President Xi Jinping put forward the goal of carbon neutrality in the 2020 UN General Assembly to prevent the threat of rising global temperatures. At the same time, the goal of carbon neutrality is closely related to China's high-quality development. However, China’s current policies for carbon neutrality are still in the initial stage, and the implementation of the overall national strategic policy by provinces and cities has not met expectations. Taking Anhui Province as an example, the total coal consumption control in Anhui Province has achieved certain results. However, the establishment of a sound economic system for green and low-carbon circular development is under great pressure to achieve high-quality development goals. At the same time, there is greater potential for coal consumption reduction and substitution. In view of Anhui Province’s implementation of carbon neutrality goals and high-quality development, this article analyzes the carbon neutrality background of Anhui Province from a configuration perspective based on the configuration factors of enterprises, individuals and the government, combined with the emerging method of qualitative comparative analysis (QCA) How to achieve high-quality development under government governance strategies, and study the configuration effects of high-quality development of government governance in the context of carbon neutrality in different configuration factors and collective relations. Through qualitative comparative analysis (QCA) research findings, it is recommended that Anhui Province comprehensively formulate a dual-carbon target action plan, policy guidelines, clarify the time limit for the dual-carbon target in each region of Anhui Province, and launch an action guide for corporate and citizen carbon dioxide emissions.
