No.25: Research on Urban Poverty Governance from the Perspective of Holistic Governance

      Abstract:In 2020,  our country will eliminate absolute poverty, and the focus of poverty alleviation in the new era will shift from solving absolute poverty to targeting relative poverty.Due to the intensification of the poverty alleviation work in my country’s rural areas and the acceleration of urbanization, a large number of rural laborers have flowed into the cities, and the poor have shown diverse characteristics,Coupled with the increasing income gap between urban residents, the unbalanced distribution of social wealth among different industries, and the insufficient urban social security capabilities, urban poverty has gradually become a social issue that my country's poverty alleviation work focuses on. Focusing on urban poverty in the new era is not only needed to respond to rapid urbanization and consolidate the results of poverty alleviation, but also an important part of building a well-off society in an all-round way. Urban poverty governance in the new era presents multidimensional, relative and long-term characteristics, and requires holistic and diversified governance thinking and methods. Under the background of the new era, on the basis of clarifying the new connotation of urban poverty, analyze the new features of urban poverty, apply the holistic governance theory to the entire process of urban poverty governance, and improve the coordination mechanism of the government, social organizations, and market departments , and improve poverty governance efficiency ; Provide better social security services and more employment opportunities for the urban poor; improve the well-being of low-income groups, etc., in order to build a long-term mechanism for coordinated governance of urban relative poverty.
